The owl is saying “For a clean forest take your waste with you” which is the best solution in my opinion. This is the Bois de Boulogne near Mont Près Chambord.

Very sound advice.
When I was an active hiker in the States, the popular phrase was “take only pictures, leave only footprints”. I think that’s still good advice.
So long as there are signs it seems to work well and people respect it. The most effective thing overall is to focus anti-litter campaigns on kids so they grow into adults who wouldn’t dream of dropping litter anywhere.

@Susan – Yes, I can remember our anti-litter campaigns as children in Australia – don’t be a little bug or you’ll be a bitter bug. I don’t know if they have them in France.
